CARMEL BOOTH BUSCHER

Carmel Helen Buscher, the former Carmel Booth who served in Marin as mayor of San Anselmo, died Tuesday night at a Redwood City hospital of a heart attack.

Mrs. Buscher, 76, of Nice, in Lake County, was treasurer-tax collector of Lake County for 11 years before her retirement in 1976.

In 1965 she was named Woman of the Year by the Clearlake Business and Professional Clubs.

During her years on the San Anselmo City Concil, sessions were often stormy and included her battle to oust Police chief Donald T. Wood.

Mrs. Buscher was elected to the San Anselmo City Council in 1948 and was mayor from 1950 to 1952 when she ran unsuccessfully against the late Supervisor William D. Fusselman.

She won re-election to the council in 1954 and again tried to oust Fusselman in 1956.

Mrs. Buscher resigned from the county in July 1957 with a blast at other councilmen over employee relations, but the following spring she ran again and was elected to the council.

She resigned from the council for the third and last time in July 1960, when her husband, the late James Booth, retired and moved to Nice. He died in 1967. She later married Fred J. Buscher who survives her.

Mrs. Buscher and her first husband, who were childless, raised 14 foster children. She was a civil defense captain in San Anselmo during World War II and served in the Army-Air Force warning service.

Mrs. Buscher was an honorary life member of the San Anselmo Police Officers Association, and a volunteer worker at the Marin Hospital and Farm. In 1955 she received a distinguished service award from the American Heritage Foundation for her Crusade for Freedom work.

Mrs. Buscher ran for Lake County supervisor, lost in a runoff by 31 votes and months later was appointed to the vacant treasurer-tax collector job.

She was born in San Francisco, and her family moved to San Rafael when she was 14 years of age. She was a graduate of Marin Junior College.

She later moved to San Anselmo.

Surviving besides her husband, are two sisters, Mae Gabrielson Carney of Santa Rosa and Nora Michels of Santa Rosa, and two brothers, Joseph Kasser of Sonoma and William Kasser of Redwood City.

The funeral service will be at 11 a.m. Friday at the Chapel of the Lakes, Lakeport. Burial will be at Upper Lake Cemetery, Upper Lake. The rosary will be recited at 7 p.m. Thursday at the Chapel of the Lakes.
