ELMER DOVER
ELMER DOVER, 55, a painter living in San Rafael, was drowned when his car went over the Sears Point cut off road Monday. The body of a companion in the car had not been identified up to the time this newspaper went to press. The auto went over the bank and landed top down in the water.
