What I did was take a look at the city directories to see which addresses that Dr. Minora Kibbe worked at. Here is a sampling of what I found:
1899—422 Ellis
1901—1023 Sutter
1903—1563 Sacramento
1907—1030 Haight
1908—1921 Page
I cross-checked those addresses under Hospitals, but none matched up. So, I am assuming that this was her private office. Under Hospitals, there is listed the Chinese Hospital and a few Chinese Missions. I would presume that she may possibly have worked at one of them in addition to her general practice.
Also, I checked the California State Library's Newspaper Index, 1904-59 and came up with these citations which may be of interest to you:
