Former Assemblyman Louis Francis Succumbs
Former Assemblyman Louis P. Francis, 44, died Saturday in San Mateo. He had been afflicted with heart disease for a number of years.
Funeral services were conducted from the Patterson & O’Connell Chapel in San Mateo. From there the cortege moved to St. Matthews Church for Requiem High Mass and then to Holy Cross Cemetery for burial. Surviving Mr. Francis, who served in the California Assembly from 1955 to 1963, are his wife, Alice, and four children, Patrick, Mark, Michelle and Janice. Surviving also is his mother, Mrs. Marie Francis of Oakland, his brother, Harold Francis of Redwood City, two nieces and three nephews.
A lawyer since 1952, Mr. Francis spearheaded campaigns against pornography and towards patriotic observances in public schools. He devoted a large part of his legislative career towards curbing Communism and was the principal author of an anti-subversive measure which failed to receive a majority of public votes in 1962.
A Republican, Mr. Francis represented the Northern half of San Mateo County until reapportionment eliminated his District in 1962. He was a World War II Navy veteran and a graduate of the US Maritime Academy. He served as president of the SMC Young Republicans in 1954 and listed among his affiliations the San Mateo Elks Lodge, San Mateo Council of the Knights of Columbus, San Mateo Post of the American Legion, the Veterans of Foreign Wars, and the Native Sons of the Golden West, and various law, church, and philanthropic organizations.
